The Verkhovna Rada Committee on Environmental Policy has approved Bill No. 11328. The law aims to align Ukrainian legislation with European standards<\/span>, specifically the requirements of the European Convention for the Protection of Pet Animals. The bill was initiated by a deputy Viktoriya Syumar. The inter-factional association “Humane Country,” UAnimals, and the Association of Animal Protection Organizations of Ukraine also contributed to the drafting of the bill.<\/p>\n

If the deputies support the bill, it will prohibit operations on animals intended to alter their appearance,<\/span> such as docking tails or ears, and removing teeth or claws without a therapeutic purpose.<\/p>\n

The document will also ban the use of domestic animals in advertising<\/span> and various events if there are no proper conditions for the animals or if their health is at risk.<\/p>\n

The law will require pet owners to prevent uncontrolled breeding<\/span>, including mandatory sterilization.<\/p>\n

Additionally, people who still keep dogs on leashes will be required to walk the animal<\/span> for at least one hour after every 12 hours on the leash.<\/span><\/p>\n

Moreover, the bill proposes to introduce concepts such as “animal welfare,” “abandonment,” and others. This will help hold people accountable for animal cruelty.<\/p>\n

Once the bill is passed, its provisions will supplement the current law “On the Protection of Animals from Cruelty.”<\/p>\n

The committee unanimously supported the bill. We will inform you when the Verkhovna Rada puts it to a vote.<\/p>\n
