The ministry has <span style=\"text-decoration: underline;\"><a href=\"https:\/\/mindev.gov.ua\/news\/povidomlennia-pro-opryliudnennia-proiektu-postanovy-kabinetu-ministriv-ukrainy1504\">published<\/a><\/span> a draft resolution on its website, and the proposed regulations are currently open for public discussion.<\/p>\n<p>The proposal outlines the following rules:<\/p>\n<ul>\n<li><strong>Small animals<\/strong> (up to 10 kilograms), such as small dogs, cats, decorative birds, and rodents, should be transported <span style=\"color: #ffff00;\">in containers<\/span>, cages, baskets, or bags with an absorbent bottom. These animals can be placed on a <span style=\"color: #ffff00;\">passenger\u2019s lap, under the seat, or on a separate seat<\/span>\u2014provided that seat is purchased at the adult fare. In such cases, a mat must be placed on the seat.<\/li>\n<li><strong>Medium (10\u201320 kg) and large dogs (20\u201345 kg)<\/strong> must wear a muzzle and be leashed. The passenger must purchase all seats next to theirs. The dog may only sit <span style=\"color: #ffff00;\">on the floor on a mat<\/span>. Using the seat for the dog is not permitted. One person may transport up to two animals.<\/li>\n<li><strong>Dogs over 45 kilograms<\/strong> are to be transported only in specially equipped vehicles and according to the carrier&#8217;s specific regulations.<\/li>\n<li><strong>Guide dogs<\/strong> accompanying people with disabilities may travel on buses without any additional seat purchase. They must wear a muzzle, be on a short leash, and remain close to the person they are assisting.<\/li>\n<\/ul>\n<p>In <strong>all cases<\/strong>, passengers must carry <span style=\"color: #ffff00;\">valid veterinary documents<\/span> for the animal. They are also required to follow hygiene regulations and stay with the animal for the entire trip\u2014leaving the animal unattended is strictly prohibited.<\/p>\n<p>The rules must be approved by the Cabinet of Ministers of Ukraine before taking effect.
