The Ministry for Communities and Territories Development of Ukraine, in cooperation with UAnimals, has initiated the creation of new rules for transporting animals on intercity and international buses. The ministry has published a draft resolution on its website, and the proposed regulations are currently open for public discussion.
The proposal outlines the following rules:
- Small animals (up to 10 kilograms), such as small dogs, cats, decorative birds, and rodents, should be transported in containers, cages, baskets, or bags with an absorbent bottom. These animals can be placed on a passenger’s lap, under the seat, or on a separate seat—provided that seat is purchased at the adult fare. In such cases, a mat must be placed on the seat.
- Medium (10–20 kg) and large dogs (20–45 kg) must wear a muzzle and be leashed. The passenger must purchase all seats next to theirs. The dog may only sit on the floor on a mat. Using the seat for the dog is not permitted. One person may transport up to two animals.
- Dogs over 45 kilograms are to be transported only in specially equipped vehicles and according to the carrier’s specific regulations.
- Guide dogs accompanying people with disabilities may travel on buses without any additional seat purchase. They must wear a muzzle, be on a short leash, and remain close to the person they are assisting.
In all cases, passengers must carry valid veterinary documents for the animal. They are also required to follow hygiene regulations and stay with the animal for the entire trip—leaving the animal unattended is strictly prohibited.
The rules must be approved by the Cabinet of Ministers of Ukraine before taking effect. Ukrainian citizens are now invited to share their feedback on the draft.
The public discussion will last for 30 days, after which the finalized proposal will be submitted to the government for approval.
